PNKCA Representatives Meeting

3:00 p.m., March 16, 2013, Tacoma, Washington
1. Meeting called
to Order—Chairman Jerry Hames called
the meeting to order at 11:00 a.m. Brief introductions were done of the Board and Past Chairs in
attendance.
2. Minutes of the August 11, 2012, Representatives meeting
in Silverdale, WA— A minor change
was made to the minutes and a vote was taken to approve the Minutes of the August 11, 2012, Representatives meeting be accepted
with that change and it was passed.
The
Secretary encouraged all the Representatives to know what the duties of being a PNKCA representative involved, including
giving information in a timely manner and letting the newest or replacement PNKCA Representatives know what those duties are
so a smooth transition can take place.
3.
PNKCA Treasurer’s Reports— The Treasurer’s Report for the PNKCA 2012 Convention and Pond Tour was recapped with
the Treasurer asking that this report be approved. A motion was made and passed.
The Treasurer next reviewed the PNKCA Treasurer’s Report
for 1/1/12 to 12/31/12 was reviewed and approved by the Board and Representatives. Gene Anderson
commented on the nice job that Pat is doing. All agreed.
The Treasurer then went over the current year to date Report
of 1/1/13 to 3/15/13 and asked if there were any questions and then went over the PNKCA Income vs.
Expense Recap for 2011 – 2013. She answered questions on the spreadsheet and went over the
projected operating budget that shows income of $250 from dues and expenses of $4,200. It was brought out that
the majority of the money for the PNKCA is from the sales of the PNKCA Super Raffle Tickets and convention auction. The 2011
convention brought in quite a chunk of change for our bank account.
4. PNKCA Convention 2012 Overview and wrap up — Helen Morgan is working on the convention book and said
the documents should be from .pdf to Word to make them more user friendly, perhaps by having them
re-typed, and then put on an disk in editable form. That could then be given to the convention committee for use. Additional
forms could be then added.
Jerry
Hames and Helen Morgan reported on the convention and gave a thanks to all that attended. They said there were a
few "mistakes" but all worked out. They dealt with having to put together a budget to quickly, bus schedule issues, hotel
closing the kitchen (after being sold more than once after booking the hotel). All in attendance voiced their opinion that
they did a good job and it was much appreciated.
5. Bronze Koi Award – Larry Christensen spoke about
the Bronze Koi Award which is given to a hobbyist with 10 or more year’s experience that went
"over and above" in working with the club and organization. This is a nomination made by an individual.
The nominees are kept for 2 years in a row. He encouraged all to make submissions so they have choices
for the Award.
6. 2013 ZNA Membership
Drive – Larry
Christensen passed out applications which were due by March 22nd .
He showed the magazines that come with membership and said there are 2 friendship clubs in the U.S.
He said there are welcomed changes with the ZNA.
7. Ed Fujimoto Award –
Chris Charbonneau reminded us that the Ed Fujimoto
Award Nominations (winner is chosen by each individual club and sent to PNKCA via website so a certificate
can be done) are due by the end of March.
8. PNKCA
Koi of the Year Award – Phyllis Anderson reminded us that each club should turn in a photo of a koi that they chose
for each of their individual clubs in a "beauty contest" and then submit the photo to her to forward
to Chris Charbonneau for the PNKCA Convention or directly to Chris Charbonneau. The photo is to be
an 8x10" photo. This is the contest where each convention attendee gets to choose which photo of the koi they think is the
"Koi of the Year" for the award. Each club should be doing this each year so there are plenty of choices at the convention.
9. Club Reports - Club representatives were recognized and each club gave a short report on the status of
their club. Over all most clubs were doing well however most lamented on the lack of attendance at the monthly meetings.
Most clubs are active in community activities. Dai-ichi & Japanese Water Club of British Columbia emailed a report that
was read to all the representatives. It was also reported that Nanaimo has not been heard from for a long time and that they
had been dealing with illness at the executive level and haven’t been meeting at all as far as Dai-ichi knew.
10. PNKCA Promotional Grants Awarded for 2013 – Seven grant applications were received this year. The
clubs awarded grants for 2013 are:

The alternate: Puget Sound Koi Club.
The clubs were reminded that the pictures and reports must reach Phyllis Anderson before December 31, 2013, to
receive their grant money. If one of the 6 clubs could not fulfill the requirement then the alternate
has extra time to send in their picture and report.
11. PNKCA Convention 2013 – A report was given as to the status of the convention up to date. It
will be held July 5, 6, and 7th
at the LaQuinta Hotel in Tacoma, WA, with
the hotel giving a convention rate of $100 per night. There is no planned pond tour but a wet lab and a Weyerhaeuser Bonsai
exhibit tour courtesy of Dick Benbow are available as well as museums and other activities. Speakers are being arranged with
Matt Sklar being one. All were reminded to bring donations for the auction. There will be a discount for early registration.
Many details are yet to be worked out.
12. PNKCA Super Raffle 2013 - The Super Raffle donations of a 4200 Sequence Pond Pump donated
by Cascade Pond Supply, a "Pond Watching/Recording Kit from an anonymous donor, and a Jumbo Tosai Kohaku donated
by Pan Intercorp of Kenmore, WA, were recognized, posters handed out, with everyone encouraged to
pick up their Super Raffle Tickets. Diana Lynn was asked to send out a thank you letter to the donors
for their donations and to recognize their support of the PNKCA.
13. Future PNKCA Conventions – Jerry Hames recognized the Puget Sound Koi
Club for hosting the 2013 convention. We have no clubs stepping up for the 2014 convention. Jerry
encouraged the clubs to think about hosting the 2014 event and said that if their small club could
do it with 6 or so people, any club could do it.
Old Business:
1. Convention Manuals. Helen Morgan reported earlier on the attempt to get the manual updated (See #4 above).
2.
By-law Change Proposal from 2012 - The Bylaws change that was brought up at the March 10, 2012, Representatives meeting regarding
the outside raffles and "silent auctions" was discussed with the encouragement to keep things simple.
Questions and answers were discussed. Two options for language were finally presented to the representatives.
A final vote to accept this By-law change will need to be voted on at the PNKCA convention Representatives meeting
to meet the 30 day requirement. Option 2 failed. A motion to accept Option 1 as written was made
and passed. It was brought up that a secret ballot had to be done in this regard. Ballots were passed
out and then counted. Option 1 was passed by secret ballot to accept the language as written in
option 1.
Option
1 language: No club shall offer for sale, raffle or auction any items at the Convention unless a
written request is made to the PNKCA board prior to the Spring Representatives Meeting for a vote of the Representatives.
A 2/3rds supermajority of attending Representatives is required to approve the request.
New
Business:
1. PNKCA Koi Show Cup Team Championship Series 2013 – A new Team Championship to promote koi shows was presented by Greg Linnebach
on behalf of Dan Olson. This is based on a club team getting together and each team member committing to show
at a minimum of 2 PNKCA affiliated club koi shows. Points are awarded on the basis of the koi winning in individual
koi shows for the team. A chairman (Dan Olson) and committee will keep track of each team’s
points with a winning team to be announced at the end of the koi show season. This is to be a PNKCA
"sanctioned" event with promotion and sponsors from others. Most in attendance were enthusiastic
at this new "event". A motion was made to agree to have the PNKCA name associated with this event
and passed. The 2014 Championship Series would be a possibility after the committee reviews and analyzing the 2013 event
and making necessary or recommended changes for the 2014 koi show season.
2. By-law Committee - Jerry Hames
has appointed a By-law committee of Pat Christensen, Larry Christensen, and Virginia Hokkanen. These
individuals will review the current By-laws to see if any necessary minor changes or updates need
to be made.

Discussion on a Proposed By-law change submitted by John Seifert -
a. Changing the percentage of money given
to the host club of a PNKCA Convention: Much discussion was had on this issue. It was presented
to the representatives that a 50% split of the net profit should be given to the host club based
on the $30k that was in the PNKCA account and that the last time a PNKCA convention lost money was
in 1998. Most seemed to be undecided on this issue with some feeling strongly one way or the other.
It was decided that this By-law change should be reviewed by the committee. both the policy and
procedures.
This issue was tabled until the By-law committee could give a report with a report to be given and a poll at
the July Representative meeting. This will be put on the July agenda.
4. By-Law language change (auctions at convention) See #2 under "Old Business".
5. Nominations for Executive
Board for 2014 - 2015. The slate of nominees are:

Nominations were called for from the floor.
There were no new nominations. The election will be held at the July PNKCA convention at which time nominations
from the floor will again be called before a vote is taken.
Although not an executive board
position, Phyllis Anderson has agreed to continue to be the Webmaster with Chris Charbonneau and
Diana Lynn Rehn taking back some of the tasks that Phyllis had been doing (including gathering the Koi of the Year Photos
and making up the Convention posters, raffle tickets, and show map for 2014).
Other Business:
1. List of Resources: Sue Boydston suggested that a list of resources for all clubs
be made so that every club has a place to look to for wet labs, speakers, veterinary services on
fish health. All were in agreement that such a resource list be available. Diana Lynn volunteered
to start such a resource list.
2. Registration Sale Table at 2013 PNKCA
Convention. Since the decision was
made to accept Option 1 and the language that no outside auctions be held Russell Post asked if
he could do a verbal request (written out by Diana Lynn Rehn) that their club be allowed to have
items for sale at the registration table (pins, t-shirts, etc.) with a value of "up to $300" be
allowed. It was so moved and approved by over 2/3rd majority
vote as required by the language in Option 1.
